Search warrant not necessary, maybe? The officers' observations were prima facie evidence, which was used to establish probable cause. Because vehicles are easily moveable (vehicle exception doctrine), this would have eliminated the need for a search warrant. Or maybe the fact that they were just simply photographing publicly available information (license plate numbers) that anyone is allowed to obtain. These are just some guesses, I really don't know.
