We all know people who were ever only really up to handing out coffee and ice cream and writing citations. There are a lot of others who think of themselves as competent but are in fact very rusty on their skills. There's no shame in those people hanging back and letting others do the job. It doesn't slow career advancement, as the majority of command and the Chief can attest. It also beats getting sued or charged because you hurt somebody without a good reason. If you know you're not up to playing
