PSU and PIU report to the chief and the chief reports to the Mayor. Don't expect to magically produce integrity using people who lack it. The did very well at covering up the Explorer situation for many years until the cat got out of the bag. Most of the public still think it was just those 2 guys and that the Chief and Mayor never knew about it. Suckers.
