Most of those offices are Fischer re-election campaign staff working on the city payroll. Their real jobs are to hand out city money, jobs and other favors to keep Fischer's political base happy. It's not hard to get re-elected when you're able to pander to people who aren't concerned about kids growing up drug addicted or getting shot by a criminal, so long as they get their free money, a stadium and feel good appeasement sessions with seemingly sympathetic woke progressive command officers.
