Anyone who ever worked for a real leader knows he's no leader. He's an administrator-bureaucrat. All but a few of the so-called Majors are actually Conrad's personal secretaries assigned to each division. On a similar note, their boss the Mayor is a spineless politician who does what his campaign donors tell him to do.
