Kroger shooting: Suspect coming out of store fires at officers before they shoot him dead

It's sort of like a parent witnessing their child doing something really dangerous and stupid, and then being too afraid to scold the child out of fear of possibly hurting their feelings. That is basically Fischer and Conrad's policy regarding the police engaging the public, be it traffic stops, pedestrian stops, or anything that has the potential to momentarily inconvenience a violator or criminal suspect.
