A lot of this falls on the shoulders of the inept and unmotivated prosecutors. I had to laugh when seeing the prosecutors pat themselves on the back and declaring victory for sending 2 pedophiles to jail. Only in a retarded corrupt place like this is it difficult to send pedophiles to prison when their victims step forward.
