A lot of this falls on the shoulders of the inept and unmotivated prosecutors. I had to laugh when seeing the prosecutors pat themselves on the back and declaring victory for sending 2 pedophiles to jail. Only in a retarded corrupt place like this is it difficult to send pedophiles to prison when their victims step forward. It took them years to indict the ex-officer serial rapist and they couldn't even convict him of rape. Exactly like how they couldn't convict Ricky Kelly of the more serious crimes he committed. The Commonwealth and US Attorney aren't alone in these sad performances. Beshear stuck his head in the ground like an ostrich to avoid tangling with Greg Fischer's political machine, knowing he'd need them to become Governor.
