According to the article, the McDonald's theft incident and arrest/indictment happened over a year ago. If the CAO prosecutors really thought that this officer committed crimes (unlawful arrest, perjury, solicitation/bribery of public servant)... don't you think they would've already filed charges by now? This really sounds like someone who is just looking to get even and hoping the city will write her a big check.
