He's being promoted because of his dedication to ObamaCop 2020, the failed and discredited community bullsh-t initiative now forgotten by the federal government but kept alive like a zombie by Louisville Metro. Got violence? Hand out cookies, say all the right buzzword at community meetings, talk about the Mayor's resilience ideas, whatever that is, and tell do everything possible to encourage police to lay down to avoid controversy.

You must be a Conrad mini-me to make it to the top. Got violence? Simply hand out free food and balloons, brag about how car thefts are down on a beat across town, imply that the community isn't reporting criminals enough to catch them, talk about resilience, bike lanes and all the FREE SH-T THE MAYOR IS GIVING THEM, including another new stadium. Meanwhile, encourage police to do even less by detailing them, cancelling off-days, and starting PSU investigations on every petty thing you can think of.

Anyone familiar with what's been said at community meetings the last year knows the community's not buying command's excuses anymore, but nothing will change until they start blaming the Mayor and replace him with someone who's not completely incompetent at public safety issues. Everyone else should relocate out of the county.
