Officers quit (not even counting retirees) at a faster pace than they can be hired, which explains why LMPD is down over 160 officers from 5 years ago. Nearly ALL of those positions are street level patrol. Chief Conrad and Mayor Fischer railroaded Major Harper out of the department in part because he raised this problem to the attention of the metro council.
This city isn't even fit to run its own police department. KSP should open a regional office, staff it with some Captains and Majors and run a "street patrol task force". The federal agencies have already taken over drug and street crime enforcement. Why pretend anyone above the rank of Lt is competent when they obviously aren't?
