Small cities like St. Matthews exist on tax dollars collected above and beyond what metro collects for LMPD's existence. Small city residents are paying for LMPD patrol too, but don't get any patrol in their city limits. They occasionally get major crimes or PIU to take a case there at most. They only do so because JCPD Adam District was a worthless inactive group its entire existence, no matter who the chief was or who worked there.
