Being feckless spineless politicians afraid of their own shadows, Conrad and Fischer want somebody else to take any political heat from proper law enforcement. That's all. The US Attorney has pushed ATF to take the lead for 9th mobile's street crimes enforcement using gun laws and DEA to take the lead over Metro narcotics for drug enforcement. It's bad that the department lacks the leadership to run itself, but at least there's a partial solution.
What they won't do is tell patrol divisions how to police. Perhaps KSP should send over some Majors, Captains and Lts to take comment of patrol. That would provide more free time for the politicians-in-uniform to hob-nob with the Mayor and hand out ice cream at community picnics.
