You are right on with one exception. The leadership from Major on up is weak and they too have zero real policing experience or a true concept of legitimate police practices. Then again, they are not interested in truly making a difference anyway, just their paycheck and a 9 to 5 job which if you are in a position of leadership in a police department you can well know it isn't 9to5 if you really give a damn. Name a true leader here now, Conrad(what a joke), Schroeder?(laughable), Parks?(hilarious&lazy), Chavous(comical), any Majors?(all weak kneed). Don't even try on the Mayor's team, because Fischer is without a doubt the most idiotic of them all and downright criminal with his buddy system.
