That explorer lawsuit is still brewing and there's been no sign of a settlement. Imagine all the skeletons they'll have to pull out of the command closet. There is a logical reason to Sullivan leaving for a demotion to work in dump like Baltimore and it's not pay.

Minister of Information Halladay and Big Stevie are keeping a tight lid on the homicide counts this year, however this managed to leak out thanks to the feds ratting them out to WLKY.
"Early on, 2019 seemed to be to track to follow a downward trend in violence after years of rising crime linked to the opioid crisis. But now, homicides in Louisville are up one-third over last year."
Possibility City: There's a possibility that a few people aren't intimidated into silence by Conrad or Fischer. One of them is apparently the US Attorney.
