New LMPD traffic stop policy seeks to improve 'perception of bias'

I tried reading the city's resilience plan a few times. It reads like it was written randomly by a spam bot using the contents of the Mayor's website. Compassion! Jim Crow! Crime! Drug addiction! Community! Healthy city! Vibrant economy! Resilient city! with pictures of smiling people and mentions of every useless deputy mayor and pet project. It even mentions bike lanes on page 56. Still no idea what "resilience" really is, but I know we're paying tax money for pretty documents, redundant positions and lots of meetings.
