The others who weren't indicted are the problem. The ones who tried to intimidate kids when they reported it, instead of doing the right thing. The ones who took the victim's cell phone. The ones who ran a sham fake investigation in PIU. The command who gave them all a pass until victims again came forward years later.
It's a lot like that serial rapist from Miami who never got charged with 1 rape and the time stealers in Narcotics.
Now they're throwing the book at these officers for stealing time to overcompensate for all that corruption. They don't have any friends in important places it appears.
