He rode Hamilton's coattails from his do-little admin Sgt job under Dotson all the way to district Captain in a few short years. His inexperience coupled with his fast rise appears to have convinced him, and others, that politics and paperwork are what forge police leaders. They couldn't be more far from the truth.

Guys like him and Fischer only appear to do well when they are smart enough to delegate decisions to people who understand the best alternatives better than they do. He and Fischer can't help but micro-manage the department and neither are anywhere near qualified to do so.

The best outcome would be everyone going to the Republican majority in Frankfort and have them re-designate Louisville Metro as a county government. That way the people could start creating or expanding small cities to deliver the protection that metro isn't.
