The people in the west end complain about all the murders. Then they complain about the police stopping people to stop the murders and other crime. They never complain nearly as loudly about all the irresponsible parenting and thuggish born-to-lose youth victimizing people for money.
The Mayor will eventually tell the Chief to have the department lay down again and let them go back to shooting gallery mode. Then it's back to square 1.
