The west end doesn't care if people get killed or beaten there. They only care if it's the police doing it. They hold a small candle light vigil for everything else. The Chief gladly obliges them, because nobody ever got sued over a botched PIU investigation like they get sued over aggressive gang enforcement to arrest murderers. Except for the Explorer lawsuits that are going to bankrupt the city in the next few years. PIU, PSU and the Chief botched those, didn't they.
