Yes. It began with White creating overgrown PIU and PSU units and having them harass officers for months based on any baseless complaint. That scared and demoralized lots of people into doing nothing. He over-promoted a lot of useless lemmings into command spots they were never qualified for.

It got worse when Conrad centralized all high risk enforcement decision making under himself a few scared lemmings in his office who avoided doing anything that might incur activist wrath. Majors became his glorified office gopherboys. Every enforcement action was directed by he and his fellow inexperienced administrative services commanders whose law enforcement experience was watching others do it while they did paperwork on daywork.

That translated into everyone turning a blind eye to criminals of all kinds. Those criminals went to war with each other, because they were no longer afraid of being stopped and frisked for weapons like was the case when crime was low.

Beat officers, detectives and many COs quit doing most of their jobs and became preoccupied with accumulating as much do-nothing overtime as possible so they could retire at 20.

Then about a year ago the west end got so bad they started telling people to police more. The activists saw this, had a big activist meeting at Cosby's church. That same Saturday night he got himself pulled over. Coincidence? No f--king way. He didn't get all of what he wanted, but LMPD's still operating at about 15% of where it should be, as is obvious when you compare crime and LMPD officer stops numbers with other similar city departments. Crime continues to spread from the traditional high crime zones into what used to be serious neighborhoods. Since the welfarians and clueless east end whites decided to re-elect Fischer, the only solution is everybody arm up and shoot back at criminals like they did at the Kroger shooter. Those concealed carriers probably saved 20-50 lives by doing so.
