Yeah, because they're crazy. The "minor" violations are typically of the aggressive and often assaultive manner. The city can start addressing the root cause of the issue, which is mental health. We definitely do not want to become a city overrun by homeless camps. Looking tacky is the least of the problems, but still one worth discouraging. I'm guessing you wouldn't be cheerleading for the city to leave the tents up if they were next to your house and lowering the value of assets you've worked
