To put it all in perspective: pre-1980s LPD was corrupt and dirty. Out of town genuine mafia had their hooks into all parts of city government. Never got caught because they owned everybody at the time. There was open prostitution and illegal gamblers all over the south end. JCPD was reactive report takers for the ex-farmland neighborhoods outside Louisville. 1980s: LPD got cleaned up and made professional under Dotson and Mayor Sloan. Louisville crime was reduced to make it one of the safest cities
