To put it all in perspective:

pre-1980s LPD was corrupt and dirty. Out of town genuine mafia had their hooks into all parts of city government. Never got caught because they owned everybody at the time. There was open prostitution and illegal gamblers all over the south end. JCPD was reactive report takers for the ex-farmland neighborhoods outside Louisville.

1980s: LPD got cleaned up and made professional under Dotson and Mayor Sloan. Louisville crime was reduced to make it one of the safest cities in America because police were out looking for the bad guys instead of taking bribes and doing favors.

1990s: Abramson tried to reign in LPD but couldn't quite accomplish it, because of civil service Captains mostly doing things the Dotson way.

Late 90s: Majors were created, making them all instantly too afraid of being demoted to push back against bad ideas.

2000s through last year: a clusterf--k political ice cream and cookie vending P.D. that allowed Louisville to go from one of the safest to one of the most dangerous cities in America.

2018: Chief told a few west end divisions to start proactively policing a little more because of the skyrocketing murders, angering the activists and their council friends. Crime continues to shift to outlying areas where they're still in R.O.D. mode.
