Louisville prosecutors, including the US Attorney, are afraid to take a hard case to trial. They don't like offending the chief, breaking a sweat, or missing a golf game on Friday afternoon. There should be a full time special prosecutor from another county and KSP detectives handling ALL OF THE PIU cases.

Cano, Handy, Betts, Corder, and the other Explorer unit officers all serve as examples of why that is. The theory of a PIU unit may have been well intentioned, but in practice it simply doesn't work well enough to keep the department out of vicarious liability lawsuits.
