Jury hands demoted LMPD officer $300,000 verdict in case against city

How is it not felony witness tampering to tell the family to keep quiet and officers acting as temporary guardians on a trip to Atlanta taking the victim's cell phone from her? How can Harvey and Conrad possibly claim this was not a conspiracy to tamper with witnesses and interfere with the justice system?
