Making bootleg alcohol isn't as cheaply or easily done. Traffickers have proven its relatively easy to manufacture and smuggle narcotics quickly. Drug companies are also too busy making exorbitant profits to make narcotics available cheaply.
The other problem with the decriminalization proposition is that alcohol and tobacco legalization have made both of them the most damaging, deadly and costly recreational drugs in America by far. The number of alcohol-related and tobacco-related deaths dwarfs those caused by illegal narcotics. The cost to society in terms of healthcare costs and lives lost from those 2 substances is at catastrophic levels but it's ignored by most people except MADD, the American Lung Association, etc
