The urban services district (the old city) is one of the most dangerous places in America. In the late 1980s it was among the safest cities in America. That's the legacy of city-county merger, the conversion of Captains to Majors, election of aloof deceptive Mayors and 2 Chiefs whose true post-retirement job calling was Walmart store security manager. They missed it.

I consider myself impartial between LPD and JCPD since I was exposed to both sides through the units I was in. There were good and bad in both. The problem children in both were virtually all hired for the wrong reasons. The right race, the right gender, the right relative connected to someone in command, etc. Few of them wanted to work. Lots of them got in serious trouble or were fired. Policing isn't a job but a calling. Those who treat it like a paycheck are usually an albatross who can easily drag an entire division down if their COs let them.

Well when you don't take reports, of course the crime rate appears to go down
