By "so many" you really mean 3, all of which were handled by 1 detective. Nice attempt to smear an entire department whose homicide rate was 1/3 to 1/2 of LMPD's homicide rate today.
The proof is in the pudding. Results in the form of lower crime spoke louder than LMPD's ice cream scooping, peace walking and coffee slurping in feel-good community dog and pony shows. LPD didn't need a unit with 3 dozen non-policing officers to do community policing. Everyone did it when when knew the more significant people on their beat by their first name.
