They need to restore Captain, require civil service testing to select Captains, eliminate any skipping over people in the merit process except for a few well defined situations like recent serious misconduct, make all removals from a position reverseable by the merit board since they could lead to lawsuits and most importantly: give the Chief of Police fixed 5-year terms that can only be renewed with a majority vote of the council.
