Race is often blamed but it's really other things having nothing to do with racial discrimination. Preferential treatment is meted out on the basis of
1. family ties to a member of command who pull their siblings, kids, spouses and ex-spouses into spots they'd never otherwise make it to or even up into command
2. family ties to someone command is either friends with or periodically needs favors from
2. career brown-nosing and personal friendships. Sucking up or otherwise having a personal relation with a CO who makes it up the chain.
3. knowing what skeletons are in what closets
4. being in with someone connected to the Mayor having influence
5. being a member of a racial demographic LMPD is lacking. Also known as the Cano method. Matters a lot for recruits and those trying to make Major or Lt Col.
6. last and LEAST, actual competence and ability. Doesn't matter nearly as much as 1 through 6 as is plainly obvious.

You should teach that love to all your amateur activist friends because they lack it. I frequently read their posts on on social media demonizing people on the basis of race and politics and even advocating violence. There's no better time to turn around someone's attitude towards life than before the people with the warrant are outside their door.
