Here's what the Metro Council should do immediately, as in this week: pass an ordinance transferring all legal representation for city lawsuits to a private law firm having no ties to the Mayor and away from O'Connell. James would have to recuse himself but the rest can do it. The city was formerly represented by city lawyers before merger.
