That can be easily fixed if somebody gives this to a council member and they pass it.

Chapter 36.04 Division Commander

(A) There is hereby established the position of Division Commander in the Louisville Metro Police Department

(B) This position may be filled by persons holding the rank of Police Captain or Police Major who were promoted to that rank using Merit Board procedures.

(C) Division Commanders shall be appointed by the Chief of Police to a specific position for a 3-year term that is not to be ended prior to their term expiration except for cause. Division Commander position changes occuring prior to the expiration of the 3-year term are subject to Merit Board review, except in cases of promotion and other voluntary changes.

(D) Salary schedules for Division Commanders, including both Captains and Majors, shall be the same for all those holding this position regardless of rank.

(E) Persons directly appointed by the Chief of Police or Mayor to the rank of Lieutenant Colonel without being selected by merit process for Division Commander, are ineligible to hold the position of Division Commander except in an acting capacity during emergency circumstances.

The mayor wont be smiling when he testifies next week, nor will he when a bunch of council people take the witness stand over what he allowed to happen to that guy either. We should all pack the courtroom for this one.
