The downside for criminals of police not being told to lay down is the laws and juries give their victims plenty of leeway to kill them. Those junior gang bangers are better off being carted to juvie by an SRO than learning that you don't put your hands on people in 2018 and live. It's not like 1998. The laws have changed. People don't feel like being beaten up so they blow those idiots away and ITS LEGAL NOW. Live and learn or don't learn and end up dead like those dudes on TV.
