I think it's a matter of a "lack of institutional control." As with Rick Pitino at U of L and his lack of supervision of staff members, so it is with Conrad/Fischer and members of the department. The two of them failed to supervise those who are under their command and as a result, two perverts were allowed to do what they wanted in the Explorer Program. If "lack of institutional control" was a good enough reason for the U of L Board of Trustees to fire Pitino, than it should be more than enough
