Being able to look forward to half pay at 20 for hazardous or 27 years for non-hazardous kept people on the job despite the lower pay. If people think things are bad now, wait until the cash balance 401k people are the only ones left. I don't imagine you'll get a lot out of 40 or 50 year old patrol officers trying to make it to 65, assuming they're not long gone by that age.

The people of Kentucky can either continue to offer crap wages in the absence of a genuine retirement plan, or they can watch all forms of public services go down the toilet. I hate to think what Louisville and the rest of the state will look like in another 15 years.
