At some point you're going to have to come to terms that you have some kind of mental illness however slight, it's there.

The US Attorney quoted the federal grand jury rule, #6, to keep Harvey away from their witnesses and prevent people from talking. That's explained in Kerry Harvey's report. He apparently accepted this as fact even though it is false. Grand jury rules do not apply to witnesses, or to people like him investigating for local government. They apply to federal officers, jurors and the court involved with the grand jury proceedings.

"The rule does not impose any obligation of secrecy on witnesses. The existing practice on this point varies among the districts. The seal of secrecy on witnesses seems an unnecessary hardship and may lead to injustice if a witness is not permitted to make a disclosure to counsel or to an associate."

It's just another weak made-up legal excuse for everyone to sit on their hands out of political convenience until the press forgets about this story. Beshear's too busy running for Governor to do his job.

Furthermore, an Assistant US Attorney falsely instructing local law enforcement personnel to not speak to a witness of a state crime is obstructing justice. They can do that to Harvey, but if they did it to the OAG or KSP, they could be brought up on charges both internally and at the state level.
