--many demotivated do-nothing officers

--nearly all serious crimefighting done by the most junior people on the department

But, the crime fighters can only do all those gun fights and car chases thanks to lazy RODs doing all the reports, noninjury accident forms, peace walking, ice cream scooping and everything else crime fighters are too busy to do. You lazy people make it possible for the real police to catch bad guys and save citizens from predatory scum. Thank you for your service.
