Don't forget investigating the potential state crimes of non-command people in PIU, PSU, the Chief's office and others who may have known about it. Considering the crimes and coverup occurred over many years, it's difficult to believe any less than 5 to 10 people would be guilty of official misconduct or witness tampering at the very least.
