Harvey was only hired to help the city build its defense against the lawsuits. Some people actually believed he was just out to find the truth. I'm sure there are some damning things in his report to Fischer but nobody will ever see that unless a judge forces Fischer to release it. The FBI almost always indicts somebody or flips suspects into cooperating witnesses by this late in the process. The fact they haven't done so tells me they're not going to do anything.
