The way it used to be, when the city was far less hug-a-thug and turd-friendly, people did get in trouble on occasion. The merit board and civil service board didn't side with the FOP that much except to shorten the suspensions. The FOP would also not go to bat for someone who was simply being a lazy P.O.S. The culture was very different. People who laid down were poorly perceived. The informal influences did more to stop that than formal discipline.

It's all different today because the politicians want it that way. They want lazy police who do nothing and the Chief is here to carry the Mayor's water. They're convinced that west end blacks and east end liberals will stay home at election time if police do their jobs. It's a pro-criminal administration, because this city has a large percentage of voting criminal or pro-criminal citizens. If 2 officers were even rumored to be molesting kids in a county with an anti-crime Republican sheriff and officers to match, there is no f--king way they'd have stopped the investigation for 4 years. That only happens in liberal possibility city and other cities like this. The FOP also deserves the blame for jumping in to defend officers ****** nothing but turds and criminals. They should just give them the phone number of the lawyer they can call.
