It used to happen all the time. Sgts told beat officers to get busy or take a few days off without pay. Everyone else was told if they didn't get busy, they were going back to a beat. The only ones who could get away with it were the ones nearing retirement, were walking wounded, pregnant. If you wanted a purely administrative desk job then you had to make Sgt. Not all of these made-up jobs for officers like today.
You won't find another large or medium sized department in a high crime area where you can get away with laying down like here. It's run like a small low-crime suburb police department, which is where most LMPD command of the last 15 years would have been actually qualified to work at.
