Aubrey made a few moves early in his career to change how things were done and has done little since. It's on autopilot. Conrad's been busy handing most of LMPD's non-reactive investigation duties over to the FBI and DEA or abandoning them altogether, which leaves a lot that JCSO could expand into. Aubrey's old friends with Conrad and afraid to step on his toes or make him look bad.

Aubrey's past qualifications from the 1970s and 1980s aren't the question, but whether he's got the energy, interest or vision to do anything more than he's already done.
