The Kentucky legislature and Governors offices, who were nearly all Democrat-controlled except for Fletcher's time, spent over 30 years stealing money from the state pension system for the general budget and appointing incompetent people to run the county pension system. It doesn't require genius intellect to realize that you won't be able to catch up on pension contributions after you short-change it year after year. The money never has a chance to grow. Nobody's going to be able to reverse history.
