Obviously police should write the occasional ticket. The problem today is that many, with the implicit encouragement of command, avoid any activity that may lead to a confrontation or internal investigations. Conrad's policing management model of make your runs and don't get in unnecessary trouble encourages crime. The people who lay down, write a few tickets, hand out ice cream and toys and food and pretend they're a PIO encourage crime. Officers just respond to the priorities set by COs. CO's respond to command, command responds to the Chief. Once that group is tossed out on their do-nothing butts by the new Mayor early next year, maybe it will turn around and homicides can drop.

Crime rates will never go down until you get the politicians out of law enforcement.
