They could give a new gang unit a politically correct name like Homicide Prevention Unit and assign them a few ice cream trucks that could double as undercover SWAT vans when they're not handing out ice cream, cookies, coffee, doughnuts and pancakes to the hikers, bikers, paddlers and walkers.
