The tone at the top draws people like that to the department. They see the Chief and Majors and others playing social worker on TV and assume they can work their way into a job that lets them keep their pay, badge and car without actually doing police work. The younger ones all have a long term plan to game the system, kiss up to the boss and make Major in 20 years or less. The older ones are like the guy in Broward hiding until their pension numbers are high enough. People like that rarely apply
