It takes lots of time, effort and some courage to successfully take dangerous people off the street for 10 years or more. Bosses get paid preoccupied with their statistics, playing law enforcement Kelly and Ryan for the media, playing community politician-activist, pushing useless pet rock ideas of their superiors like diversity hiring events or community policing, pursuing easier types of cases with less political risk like white collar, and sticking to the low hanging fruit. It's usually easier to pass the buck. The FBI and LMPD have each tried to point at the other as being the one handling gang enforcement. Neither ever accepted their respective responsibilities. Now we have 110-130 murders per year instead of 40-50 like we used to. You've come a long way baby, Virginia Slim, just in the totally wrong direction.
