I think you're missing a possibility here. Conrad is a liar and never briefed the deputy mayor. Conrad went straight to the Mayor who did nothing with it but sweep it under the rug. Now that **** has hit the fan both the Mayor and Conrad tried to put the failure on the Deputy Mayor.
