Shaw is obviously a racist idiot. It's laughable that someone was dumb enough to make him an assistant chief at a tiny bedroom community PD and even dumber that he was allowed to rise to Sgt at LMPD. It shows how little quality control there is in the promotion process. The least competent people have no problems getting promoted.

He's wrong about the housing projects too. Back when we had massive housing projects, murder was 1/3 what it is today. The difference is that LPD was a strong department and LMPD is a very weak department.
